Madison loosens zoning on accessory dwelling units, or `granny flats`


Accessory dwelling units come in many forms and go by several names — garage apartments, in-law suites and granny flats. With housing prices soaring, Madison officials believe these small homes can be part of the solution — albeit a modest one — to provide more options.

And they can now be built on more properties throughout Madison. The City Council voted unanimously last week to change zoning code to allow for accessory dwelling units on lots that contain other buildings with up to eight units, as well as remove the requirement for the owner to live on the property.

Before last year, the city zoning code dictated that accessory dwelling units — also called ADUs — could be built only on owner-occupied, single-family properties in Madison. That changed in January 2023, when the city passed the widely-debated “transit-oriented development overlay” that allowed for ADUs on single- or two-family properties within a quarter-mile of Madison’s new bus rapid transit line...
